The Problem.

District 9 sits directly on the line between Baltimore City and Baltimore County.

When responsibility is unclear, our neighborhoods feel it first — from illegal dumping to stolen vehicles and inconsistent enforcement. Too often, issues cross into our community before action is taken.

Residents shouldn’t feel like they’re on the edge of accountability.

WHy It Matters?

Corridors like Holabird Avenue, Dundalk Avenue, and O’Donnell Street are not just roads, they are entry points into our neighborhoods.

When enforcement starts too late, District 9 absorbs the impact:

•Stolen vehicles entering the area

•Dumping along boundary roads

•Delayed response between jurisdictions

Protecting our community starts before problems reach our streets, not after.

The Solution =

1. District 9 Boundary Safety Camera Program

Deploy license plate recognition (Flock-style) cameras at key entry points on the city side facing into Dundalk, including:

• Holabird Avenue

• Dundalk Avenue

• O’Donnell Street corridor

Purpose:

• Identify stolen vehicles before they enter District 9

• Support law enforcement with real-time data

• Deter criminal activity at key access points

Safeguard:
If there are legitimate privacy or community concerns, the program will be reviewed publicly and adjusted or removed. Community trust comes first.

2. Cross-Jurisdiction Enforcement & Reporting Act

Establish clear coordination between Baltimore City and County for:

• Vehicle-related crime

• Dumping enforcement

• Boundary-area response

Includes:

• Shared reporting system

• Quarterly public updates on incidents and response times

• Defined responsibility for action

3. Community Patrol & Neighborhood Partnership Initiative

Strengthen community involvement through:

• Expansion of Citizens on Patrol programs

• Creation of local advisory boards by ZIP code or neighborhood

• Support for residents to report and track issues

Pursue state and federal grants to:

• Fund equipment and coordination

• Train volunteers

• Build consistent communication between residents and law enforcement

District 9 should not be where problems end up, it should be where accountability begins. Protecting our community means being proactive, coordinated, and responsive, at every level.
